KESC Tariff and charges diff.

Kindly note as mentioned by Jang news paper report said in the following report that, KESC is charging avg. Rs. 12 - 13 per unit to commercial, which is totally false.  Because if you see the bills of any shops, it is more than Rs. 20 / per unit cost.
 
Is there anybody to whom we can complaint about this issue???  Our respectable NATIONAL ELECTRIC POWER REGULATORY AUTHORITY is unable to solve this issue.
